Coordinates and manages a variety of design and construction management consultants necessary to implement engineering and construction projects included in the City's Capital Improvement Plan (CIP). Prepares and/ or reviews contracts (design or construction), technical reports, plans, specifications, supplemental agreements or appropriations, change orders, requests for information and requests for council actions. Negotiates and manages engineering contract awards. Attends and conducts meetings and conferences. Establishes goals, develops and evaluates performance, provides technical analysis and develops solutions for the section. Promotes departmental objectives, evaluates proposals and makes recommendations to upper management.
